Los Angeles has 35 Historic Preservation Overlay Zones (HPOZs), covering tens of thousands of parcels. While originally designed to protect architecturally significant neighborhoods like Angelino Heights from demolition, the tool has increasingly been used as a defensive mechanism against densification.
Within an HPOZ, any exterior alteration visible from the public right-of-way—including paint color, window replacement, and landscaping—requires a Certificate of Appropriateness from a local HPOZ board.
The ADU Loophole
Recent state laws regarding Accessory Dwelling Units (ADUs) have largely superseded local HPOZ authority, provided the ADU cannot be easily seen from the street. This has led to a boom in backyard construction even in strictly preserved areas.
