The Dangers of Specific Plans

If ZIMAS lists a property within a Specific Plan Area (e.g., Ventura-Cahuenga Boulevard Corridor Specific Plan), the base zoning rules are superseded by the specific plan text. You must pull the ordinance and read it closely—it often downzones the property relative to the municipal code.
