Measure W's Missing Millions

In 2018, Los Angeles County voters approved Measure W, creating the Safe, Clean Water Program. The parcel tax levies 2.5 cents per square foot of impermeable surface, generating roughly $300 million annually to fund stormwater capture projects.

Five years later, the region has seen record rainfall, yet the vast majority of that water still flushes directly into the Santa Monica and San Pedro Bays via the concrete-lined LA River and Ballona Creek channels.

Where is the Money Going?

The core issue is municipal capacity. Small cities in the county lack the engineering staff to design eligible stormwater projects, apply for the funds, and manage construction. As a result, funds accumulate unspent, or are directed toward "multi-benefit" park projects that have dubious hydrological value but high political visibility.
